Generally, almost each of the highest education in the world has its own library included the library of Instituto Filosofia e Teologia Dom Jaime Garcia Goulart Fatumeta which is trying to carried out by following the standards management of the library of minister of education as affirmed in the constitution of Republic Democratic of Timor Leste, especially, the decree law 8/10.
Library is a part of the highest education that is very important. Therefore, the very importance of the library, library itself be considered as “Heart” of the highest education. Library is considered as external resource of the education and basically the function of the library is to help the user or reader to see the world. Library is a little similar meaning with the books. Sometimes, book is seen as a “window of the world” Library also as centre of studying. It may help the readers and a determiner of quality of education. The library is to help the readers to keep and to increase well the best intellectual.
In other side, library also helping the lecturer to increase well their source of science before be performed in front of students in the class. Library may also give the possibility to the students to get the information actively so that the students do not only to think critically how to absorb all of information that provided by the library of ISFIT.
Based to the statements above, the functions of library is the source of information, research and also considered as a refreshment place. It means, practically every user and reader may see whole of the world without go there. The implementation of ISFIT library service is based on the vision and mission of ISFIT. Total of ISFIT’s library books are 3470 of physical books and 96.000 of digitalized books.
1.2 Vision and Mission of ISFIT
1.2.1 Vision:
Being an Institute of Philosophy and Theology that competitive, both nationally and internationally, aims at forming and producing multidimensional people (human, intellectual, spiritual and pastoral), based on faith and reason, with the aim of creating a more just and more humane society.
1.2.2 Mission:
1. Provide academic teaching in Philosophy and Theology through scientific dialogue with related sciences.
2. Facilitate a qualified scientific investigation in Philosophy and Theology.
3. Apply the study of Philosophy and Theology with the purpose of innovating critical-reflexive thinking and encouraging faith in society.
4. Produce and evaluate concepts, ideas and methods of philosophical and theological implications with the aim of humanizing society.
5. Incarnate the evangelical principles to serve pastorally the Church and society.
From the vision and mission written above, it is clear that the purpose of the library at ISFIT is to prepare the sources of books in which it contains the science so that each user of the library, especially the ISFIT students on the faculty of Philosophy and Theology, can improve their intellect and ability both personally and collectively. With the various capabilities that have been formed through the culture of reading can answer all the needs and challenges that exist in today. Of course, every library has its own vision and mission. The vision and mission of the ISFIT library are as follows.
1.3 Vision of Library
The vision of library of ISFIT is to reach “the scientific society” that intellectually, critically, wisely, virtuously and rationally in considering and selecting the truth of information in their daily lives.
1.4 Mission of Library
A vision must be realized through a mission. Here are some points about the mission of the library, as followed
1. Sustains of personal education and formal education in all levels.
2. Giving opportunity or stimulation for the advance of the creativity and personal or society’s imagination.
3. Increases the conscience of inheritance of the culture, arts appreciation, and invented results.
4. Supplies information about the expression of cultures and its changes.
5. Supports dialog inter-religion to keep the tolerance.
6. Prepares well based to the needs of the readers.
7. Facilitates easily for the advance of information and upgrading of science.8. Participate in effort to make clever the state’s life in large meaning.
Vision and mission of library itself should be realized to the concepts of library and then it should be arranged also the aim that should be gained according to the determined vision and mission. The library of ISFIT very pressures to the philosophy and Theology and also the others social sciences that directly related with the philosophy and theology. Surely that the service of ISFIT library is preparing exactly about of each theme of Philosophy and Theology.
LIBRARY’S MANAGEMENT OF ISFIT
2.1 FUNDAMENTAL REASON OF LIBRARY’S MANAGEMENT OF ISFIT
“Scientific society” that determined as a vision of library ISFIT is also a vital part of ISFIT that should be developed through a well of library management. Although, library of ISFIT is in a mini, but ISFIT always put highly the priority of library by providing books and other equipment that may sustain and support the needs of readers and users of the library in ISFIT. The aim is every scientific society may see the world critically, wisely, virtuously, and exactly in selecting information that may affect for their daily lives.
In other side, internally library of ISFIT also helping the lecturers to increase well their scientific sources before to be performed in front of students in the class. Library may also give the possibility to the students to get the information actively so that the students think critically how to basic all of information that supplied by the library of ISFIT.
2.2 Principles of Library Collection of ISFIT
1. Responsible Person
Librarian carries out his/her duty and directed by a library supervisor.
2. Implementer: The librarian of ISFIT normally is selected through the documents and CV, tested and interviewed by the human resource head. During of doing her duties, librarian should be accompanied by a supervisor who has an experience of library management and who had the course in or out of the country about the library management.
3. Budget: According to the Conference Episcopal of Timor Leste deal that the provided budget for the needs of library is in amount U$5000.
4. Determination of providing materials for library: ISFIT always supports for the intellectuality advance of the society. Therefore, ISFIT always renew the quality of the service by providing and updating books for the library.5. Human resource: To gain the value of the vision and mission of the ISFIT, through the vision and mission of library, a librarian in ISFIT should have some points of conditions such as:
a. Mastering and capable to use the aids of selection books.
b. Masters and understands publications case such about the publisher, published result, publications weak, publications standard, and other things that related with the library.
c. Understand the needs, intention of the readers or user.
d. Acts neutrally and fairly and should have some characters such as smile, greetings, polite, and courteous.
e. Masters of sciences and technologies and communicative.
f. Have a good competency for selecting and assessing well about the evaluating library materials.
g. Mastering Portuguese and English well.
6. Collections: Library of ISIFIT has collected some materials of library to use for the needs of the readers or for users. The collected materials are as followed:
a. Printed works: Outcomes of human thoughts that poured and produced in form such as books, texts and other references), magazines, weekly newspaper, annual reports, and other things.
b. Non printed works: Outcomes of human thoughts that poured and produced in form such as recodes, life videos, or films that saved into a CD/Compact Disk. Considered of its acquisition, may come from purchases, gifts / grants, swaps or derived from library materials.
7. The ISFIT’s library collection usually consists of:
a. Reference / reference / reference book: dictionary language, dictionary preferred field term
b. Practical reading book (non-fiction).
c. Fiction reading book
d. Periodicals, newspapers, magazines and scrapbook.
2.3 Providing Materials Process of ISFIT Library
The duties of ISFIT librarian are to prepare regularly all of the collection of the library. The main aim is to facilitate easily the desires and needs of the user and the readers.
The subsistence of the collection of the ISFIT library is through the some procedures, as followed:
1. Purchasing: During the process of purchasing of library collections, a collector may select directly the kinds of books that will bought in publication place or in books store.
2. Gift or aid: Gift or aid may be got from some donators, private institutions, government, publisher or an individual offering.
3. Alteration: Alteration may be happened among one or more libraries based on the collaboration.
4. Lent: ISFIT library openly and transparently receive some books or some material of library that lent individually or communally in short term or for long term.
2.4 Management Process of ISFIT’s Library
SFIT library management consists of: inventory, cataloging, classification and arrangement / collection of collections. The objective of management process of ISFIT library is to increase the capacity and intellectuality of the users or readers. Therefore, there should have some tools in library such as racks for arranging books for to be neat and clean and also catalogues. Here are some methods of library management may be explained as followed:
1. Inventory: A librarian should provide information or record of any library material that already received into a master book or book of inventions. The goal is that librarians can properly and precisely control the type of books and quantities in the library, report, statistically examine, check or find out the library materials that the library already has or does not possess, record and count the number of damaged and missing books in certain time brackets. Some stages of work that must be made by a library related to the inventory process that is as follows:2. Stamp: librarians paste all types of literature that have been checked. For example, paste the date of receipt. Stamping on any or just a few pages as a secret code on the library page number as a sign of ownership. Stamp affix must be made regularly so as not to disturb the contents or material of library.
3. Recording in the book ledger: What is necessary and should be recorded in the inventory book is the date, number, author, title of books, publication, year publisher, place of publication, print /edition, price of origin, description and also recorded in accordance with the language type or other cases that should be done by a librarian.
4. Assigning of ledger numbers: To know when a library material has been inventoried, it is necessary to make is the numbering on the literature as recorded in the ledger.
5. Explanation of column filling: The filling of this column consists of several things which can be explained as follows. First, Date; the date column must be filled in order to distinguish between the dates of receipt of each bibliography and also indicate when a library material becomes permanent ownership. Second, Number; which is meant here is a place to order all library materials owned by each library. Numbering can be made from month to month as well as from year to year. The goal is to know for sure the amount of increase or decrease of library materials that exist in the library.
6. Author: Each author should be recorded or filled with both individual authors and collective authors. In the record of each author of the literature, it is not necessary to record an academic degree compared to any author.
7. Title: Each title of the literature should be recorded in the title column. The length of a title can be conditioned according to the librarian’s policy by dotting 3 dots at the end of each title.
8. Publisher: Every publisher must be recorded in the publisher column. In this column, just note the name of the publisher.
9. Place of publication: Each publisher’s place must be filled in the column.
10. Publish year: Each year of publication should be recorded in the provided column. It is sufficient to record a publisher year only if there are 2 years of publishers in the same library.
11. Prints / editions: Prints of each edition should be recorded in order to know for sure whether the edition is old or new.

12. Origin / source: Any source of material procurement should be recorded in the column. For example, gift, purchased, exchange and so forth.
13. Price: the purpose of filling the price of each library material in the column is to know exactly how the funds have been disbursed for the procurement of any library materials.
14. Description: column description is needed to give information on the condition of good and bad of a library material and used for consideration for the procurement of new library materials.
CATALOGIZATION
3.1Catalogization and Catalogues
Cataloging is a complete registration of a collection compiled under certain rules. The catalog is a parameter to know exactly the list of books owned by a library. The catalog includes information about the titles of books, authors, editions, debates, page counts, physical size, book subjects, classification numbers, and so forth organized into specific systems, in order to make it easier for users to find the required books quickly and accurately.
3.2 Objectives and Functions of Cataloging
The purposes of cataloging are as follows:
1. Making easily for library users for finding out the type of book they need.
2. Knowing for sure the entire collection is owned by the library.
3. Helps select the desired collection
Function of catalogues is as follows
1. As a search tool
2. The key of choice of a library material
Alternative source of choice of other works.
3.3 Catalogue Forms
1. A card with a length of 12.5 cm and a width of 7.5 cm (the size can be adjusted as needed)
2. Sheet in the form of loose sheets with size 10×19.5 cm. Contains 500-600 (Loose leaf binder) but can be made as needed)

CLASSIFICATION
4.1 Definition of Classification
Classification in the simplest sense is the activity of grouping on an object. In the world of libraries, as always collect a variety of types. The purpose of the classification is to make it easier for users to obtain the library materials they need quickly and precisely. Therefore, regular storage is required for library collections to run smoothly. For example, the literature is organized by author or title. Often library users look for library materials prefer the content or field of study. Users are more interested if the books are searched in one place. In the technical language of the library, library collections or Library Classification.
4.2 Objectives and the Use of Classification
4.2.1 Objectives
1. Can determine the location of library materials in the collection
2. Collect all collection materials that have the same subject in one row
3. Facilitate the placement of new books.
4.2.2 Benefits of Classification
1. As a library survey tool.
2. As a means of balance control of the collection.
3. Help in compiling bibliography.
4.3 Classification System
The purpose of the classification system is to assist the user in searching library materials needed easily, quickly and precisely. The library classification system consists of:
1. Artificial Classification: Grouping library materials based on cirri or other properties. For example, grouping by author, physical features such as size, cover color, and so on.
2. Utility Classification: Grouping library materials based on usability and type. For example a book of philosophy is different from children’s books.
3. Fundamental Classification: Grouping library materials based on subject characteristics or subject matter discussed in a book. The grouping of library materials based on this system has the following advantages:
a. Literature materials of the same or similar subjects are placed adjacent to each other.
b. Considered as the basis for collecting which subjects are strong and which ones are weak.
c. Make it easy for library users to browse information by choosing a variety of subjects.
Some points that included in the fundamental classification are as follows:
1. Classification DDC (The Dewey Decimal Classification) is a classification system made based on popularity and the most users. This classification uses a decimal system with Arabic numerals as its symbol. Dewey Decimal Classification (DDC) Classification System is a book classification rule commonly used in libraries both in local and international libraries. Use of this classification system aims to facilitate the search for books and organizing the books in groups. Many books are selected, identified and registered with the Dewey Tithing system. In Dewey’s classification system, Class is divided into ten Divisions, whereas each division is subdivided into ten different Sections, and so on. Therefore, this system is called the Dewey Tithing System (DDC). The advantages of DDC are: systematic, universal, flexible, complete and ready to use, in addition to existing bodies that oversee progress and continue to review for improvements to subsequent editions.
2. Classification UDC (Universal Decimal Classification) is a classification system created because the relationship between one subject and other subjects is mainly contained in the discussion.
Of the two types of fundamental classification above, ISFIT Library uses DDC (The Dewey Decimal Classification) classification which is the previous transformation of UDC (Universal Decimal Classification) classification.

Fundamental classification is a type of classification that is often used in this period. The fundamental classification is a classification made on the subject or subject. Therefore, the importance of a library must first know in advance the type of subject correctly and appropriately in the process of library collection. If this is not done then give a big impact to the users to access the library materials. There are several types of ways to determine the subject is as follows:
1. Classification of library materials in accordance with the intent and purpose of the author
2. If there is a library material (books) there are two or more subjects then the preferred is a much-discussed object.
3. If in the literature there are two subjects and more balanced discussion, then the preferred subject is on the first subject discussed.
4. Preferred subject whose relevance to the librarian corresponds to the type and user libraries.

4.5 LIBRARY SERVICES AND STATISTICAL DATA PREPARATION
4.5.1 Understanding of Library services
Library services are all the types of the activities that intended to prepare all physical facilities for facilitating the acquisition of information or library materials that required by library users. Services that defined as:
1. Organizing regularly and systematically through the activities of recording, registration, classification, cataloging, and preparation of library materials in the bookshelves and the preparation of all library materials in the library.
2. The system of borrowing all library facilities intended for library users in a quick and easy way as a library service that deals directly with users.
4.5.2 Objectives and Functions of Library Services
4.5.2.1The Purpose of the library
Providing services to readers and users is propose that each of library material that is collected and processed may satisfy and attract the interest of library users.
4.5.2.2The Functions of Library:
1. As an education that provides library materials to increase the knowledge of the library users.
2. As a place of preservation: A place to preserve the work of the nation’s culture in the form of information.

4.5.3 ISFIT Library Service Terms
There are several terms of ISFIT library service that is as follows:
1. Recording regularly all of made and planned activities

3. A librarian should do his or her duties quickly and exactly especially in attending the readers and users.
4. Keep and secure all of the collection in the library.
4.5.4 Circulation Service
Circulation service is a service activity of borrower and return of collection that arrange circulation of library materials that must be made regularly in a proper system so as not to impact on library user.
There are several steps of circulation service, as follow:
1. Organize loan administration in accordance with the service system.
2. Provide library materials that are useful for the purposes in accordance with the needs of users and readers.
3. Answering questions related to the bibliography.
4. Conducting collection surveillance.
5. Compile and rearrange library materials that have been used by users.
6. Make a report of all activities undertaken in the circulation.
4.5.5 Reference Service
A reference service is a service activity in the form of assistance to the user in indicating the source of information directly or indirectly through reference book or other reference book with appropriate reference. There are two tasks that the librarian must make directly and indirectly.
4.5.5.1 Direct Assignment
1. Cooperate well with the circulation section in answering questions that related to the two of services (closed and opened service).
2. Keeps track of all questions asked by visitors, readers and users.
3. Providing selective search of information.
4. Maintains libraries (reading room and other side) well and effectively.
4.5.5.2 Indirect Assignment
1. Maintenance and binding of the references book.
2. Guidance of selection of the references books.
3. Collaborate with other libraries of changes and borrows book and for the other programs.
4.5.6 Guidance of Reader Service
Another of librarian’s job is to guide library users by pointing out sources of information directly or indirectly.
4.5.7 Material Guidance
1. Directs the readers for the meaning and the importance of books through the parts of the book.
2. Reminds and advises the readers and users how to keep books properly, rightly and exactly.
3. Motivates the readers and users through the introduction of various locations and organizes a reading contest or create papers and other creativity.
4.5.7 System of Service
There are two systems that used in the ISFIT library, open service system and closed Service system.
1. Open service System: Users are free and permitted to choose their own preferred books. Freely choosing a book often attracts readers’ interest in reading only it is suggested not to select many titles without reading all the contents of the book. However, the shortcomings of this system are bookshelves in an irregular and well-preserved state, library materials tend to and are easy to break and even disappear. Therefore, officers should frequently check regularly.
2. Closed system: The readers and the users are not allowed to enter and take for library materials on the shelves but by writing the required title of the book and given to the librarian to search for the books. The advantages of this system are all the books on every racks of books are safe and neat, no doubts of the user, all the books easy to be controlled. The downside of this system is the book that the reader does not have or borrowed by other readers may cause a sense of unhappy readers.
4.5.9 Library Rules
There are 2 kinds of rules implemented by ISFIT in managing the library:
1. Reading room rules; Readers are not allowed to make a noise in the reading room. Therefore, every reader or user of the library is obliged to keep calm or can follow the posted rules on the wall, for example “Please Quiet, No smoking, no garbage, no food or drink in the reading room, no bag in library and other rules can be created by ISFIT librarians in accordance with internal policies and requirements.
2. Members Rule; Anyone may be a member, member’s right, member’s obligation, sanction for an unregulated member and service time (service time at ISFIT follows the hours rules and is temporarily open at 08.00-11.30 am and 14.00-17.00 pm.
4.5.10 Book Lending System and Rules at ISFIT
In principle, book lending system at ISFIT Library includes:
1. Note time: When a book is lent and returned. Limitation of book lending is maximum 2 days. If it passes from 2 days it will be subject to a fine of $ 1.00, / day with the number of books borrowed are 2 books only for those who will write their scientific papers or theses and 1 book only for those who will not do yet the thesis or other scientific works. If in the future, there is a loss of books that belong to the ISFIT library, then the borrower will be charged with reimbursing the book or in the form of money.
2. Notes about books: Types of books borrowed. A borrower should know well about the types of the borrowed books to avoid of loss and easily to be found when it loss.
3. Borrower’s note: Who borrowed book. System borrower at ISFIT using ledger, card system, slip / bon system, bag system and computer.
a. System ledger: Order number, date of borrowing, author of book, book title, book mark, date of return, signature.
b. System slip: Return date, member number, signature, name, address, author, title of book, date of borrow and signature.
c. Bag system: Member number, name, address, period of validity.
d. Card system: Member card, borrower card, book card, book card pouch, return date slip.
